This flag goes back always, Canada flew it before the current one adopted in 1965 , it was unofficial flag as the jack of UK was still official however it gave Canada a distinctiveness from the 1890’s and sanctioned by order in council and various other methods but never by parliament. Parliament is the legal authority in Canada. Our current flag was passed by parliament after a plebiscite.
