Under the authority of the Emergency Program Act, the provincial government has announced new tools to support enforcement of ministerial orders. Effective immediately, police and other enforcement authorities, including bylaw officers, may issue $2,000 violation tickets for a variety of infractions, including price gouging and the reselling of essential goods (e.g. medical supplies).
Enforcement authorities may issue tickets for the violation of sections 8 (4) and (5), and section 9 of Ministerial Order 84/2020, and section 3 of Ministerial Order 115/2020. In addition to the above-noted infractions, these orders also provide the ability to ticket those who sell specified items beyond quantity limits; and, lodging operators who, at the request of the Province, do not provide accommodation for self-isolation purposes or to support essential workers.
Authorities empowered to enforce these ministerial orders and issue $2,000 violation tickets during the COVID-19 state of emergency include:

The provincial health officer (PHO) has issued new guidelines to support compliance with orders on business closures and gatherings, under the Public Health Act. The new guidelines for municipal bylaw officers and other compliance officers give clear instruction on warnings, public education and fines – and what can be issued by whom – to make sure there is compliance with the PHO’s orders and, if necessary, they are enforced consistently throughout B.C. communities

The BC government through The Union of BC Municipalities is advising its members to be in contact with the BC Center for Disease Control. They say today on the UBCM newsletter that the risk to BC people remains low. They also say that things are evolving with other levels of government.

Dr. Christopher West is a Postdoctoral Fellow in the Department of Geological Sciences at the University of Saskatchewan in Saskatoon, Saskatchewan. He has degrees in Earth Sciences and Paleobiology, including a PhD from the University of Saskatchewan. He has published research on late Paleocene and early Eocene fossil floras from the Canadian High Arctic, British Columbia, and Alberta. Dr. West’s research interests are focused on reconstructing ancient climates and ecosystems using plant fossils in order to better understand ancient forest ecosystems, and how these ancient ecosystems gave rise to the modern forest biome in North America.

Here are some highlights of the bird count conducted by the Nicola Naturalists Society this winter in the Merritt BC area.
7 teams of counters were out and had what the club called a pleasant day of counting . A notation that species counts are often effected by food supply an exceptional Douglas Fir cone drop made for a high count in Pine Siskins last year. Siskins were missed this year and joined 2 other species well below average: American Gold finch 9 ( average of 48) and Robins 1 ( average 23).

The Merritt Centennials lost out to the Coquitlam Express last night 9- 2. The team is said to be out of the playoff contention. Things started going bad in the 1st period according to reports.
The Cents opened the scoring just 1:10 into the game after Rylan Van Unen picked a pocket at the blueline, danced in and rang a shot off the post that Daniel Tkac was able to find and fire into the partially open cage to make it 1-0. The teams traded chances until the 7:47 mark when the Express started to blast back. Greg Lapointe answered to tie the game, then that seemed to open the flood gates as the Cnts didn’t have any answers for the high powered Express. Will Margel, Josh Wildauer, Wyatt Head, and Cooper Connell all added tallies to put Coquitlam up 5-1 after 1. Ryan Winter was chased from the net after the 4th goal, with Marshall coming in for relief. Shots after 1 were 14-14.

Rose Behar reported two years ago that Telus CEO Entwistle had big plans for internet in BC including multi fixture use capacity of up to 5 household items.Entwistle said developments are already taking place in terms of preparation but that activity will be heightened by the second half of the 2019-2020 fiscal year. He further noted that the carrier plans to deploy all manner of spectrum in support of the new wireless generation, from 600MHz spectrum to 3.5GHz to mmWave spectrum.The CEO also noted he was excited about the “synergistic nature” of the fibre and 5G combination.
