British Columbia hydropower and authority is a crown corporation or more understandably a non-profit enterprise chartered by the government to provide basic electricity to industry and consumers at a not for profit, minimum cost to the residences of British Columbia.
Not for profit means to keep returning retained earnings from year to year to the operation of the entity.
This flies in the face of the free market entrepreneurial driven philosophy that in some people’s minds creates what is called the unseen hand of market capitalism and provides for everyone in a trickle-down regime.
Canada is not a socialist country but it has a deliberately planned mixed economy so that the basics are provided and efficiencies from time to time are directed by government and returned to rate payers.
Although a number of marketing boards have gone by the way entities like BC hydro, the milk marketing board, and others must apply for rate increases and provide any efficiencies towards lower usage fees.
This is often resulting in secure bases for that risk generating entrepreneurial hand to operate and not cause things like critical shortages and loss of resources to wastage with unfettered marketing.
