TGIF- Marine ecology action..

Good news, the NEB approved the reconsidered application to build the Trans Mountain Pipeline expansion. Significant risks are in the report however they confirm it is in the national interest and should be built. One risk is the effect of marine traffic on the Southern resident killer whale and its culture value to First peoples. the conclusion is that the risk to them is already there with the other marine traffic, meaning that measures that should be in place now will become more demanding with increased tanker activity.

Consultation remaining…

There remains constitutional obligated talks with about 40 of 120 effected FN groups.

Cabinet has 90 days to approve the approval…

The federal cabinet has 90 days to consider the approval and endorse it. Tanker traffic is to increase to about 35 medium tankers a month with the expansion from the stated 1 a week now.

Hearing order

The trans mountain expansion project has gotten its hearing from the NEB, national energy board. They still want your advice in the process. here is there latest on the ability to imput the hearing process:

Provide your feedback to help us optimize the proposed pipeline corridor & learn more about the NEB Hearing Order for the Trans Mountain Expansion Project.

Trans Mountain filed its Facilities Application with the National Energy Board in December 2013 seeking authorization to build and operate its proposed Trans Mountain Expansion Project.

Earlier this week, the National Energy Board (NEB) confirmed that our Application is complete and issued a Hearing Order, which lays out the key steps and schedule for the process to consider the Project. The NEB also released the list of participants for this process and information about upcoming online workshops to provide participants with information and assistance in preparing submissions. Read the news release, or see the full Hearing Order here.

Although we’ve filed our Application, our work to optimize the proposed pipeline corridor is ongoing. We value your feedback. It has, and will continue to be used in our planning as we continue ours. This current engagement focuses on locations where optimization of the study corridor is occurring or where a section of the existing pipeline is returning to service.
This phase of engagement runs until April 17, 2014. All the information you need to participate is available here:

  • Review the maps and proposed pipeline corridor details for your area
  • Submit a feedback form
  • Watch related videos

We want to hear from you. Our engagement is ongoing through the life of the project.

Have your say

Thank you for providing this vital feedback and making our project better!

Sincerely,
The Trans Mountain Expansion Project Team

We in Merritt British Columbia have the experience of the single line that trans mountain pipelines operate on a toll basis going right by our community for the past 60 years.  the routing discussion has come up with two premises to base an affirmative opinion that the existing routing is the best option:

There are no land use, environmental or engineering reasons to develop a new right-of-way in the Merritt region

That the airport expansion plans have been taken into account and the pipeline can be modified to accommodate the use of the runway.

Editors note: there are still 10 days to go to this online form and voice concerns.

The pipeline company that is applying for permission to twin their line from Edmonton to Burnaby is reporting a number of public meetings and consultations through their newsletter.

ABOUT THE CONSULTATION UPDATE:
•    Aboriginal engagement to date has included more than 100 Aboriginal communities and groups and the execution of 76 agreements including Letters or Memorandums of Understanding, capacity funding, and integrated cultural assessments
•    To date, as part of a comprehensive stakeholder engagement program we’ve consulted with thousands of individuals through 82 open houses or workshops along the pipeline and marine corridors and more than 851 meetings between project team members and stakeholder groups
•    This filing also includes a summary of Errata, which identifies and corrects errors in the original filing such as formatting, incorrect page numbers, or a change in scale to a graphic source trans mountain pipeline

The update comes from a filing to the NEB National Energy Board on March 20th 2014.

Trans mountain pipeline has operated a pipeline by tariff for 60 years as it goes by here in Merritt.

The city of Merritt has the line that Kinder Morgan operates through its subsidiary Trans Mountain Pipeline running by here to Burnaby. If fact it goes right by the airstrip, Saunders Field. The pumping station at Kingsvale required an employee to be here at one time. There is no local contact now however there is pride in the general sence to have had them and for the 60 years they have operated without major problems in the valley  bringing energy to the lower mainland.

The  news letter they posted recently out lines their application and its vastness we hope that people are not deterred by its complexity and will look at it because now is the time they will have voice. To have that voice they need points to communicate concerns that are valid, we hope that people other then press , lawyers or professionals will be able to take the non jargon documents and voice there concerns: Below is their announcement.

The company proposes to build  a pipeline in segments that complete a twinning (or “looping”) of the pipeline in Alberta and BC with about987 km of new buried pipeline.New and modified facilities, including pump stations and tanks.Three new berths at the Westridge Marine Terminal in Burnaby, BC, each capable of handling Aframax class vessels.

This morning, Trans Mountain Pipelines filed a Facilities Application with the National Energy Board (NEB) for the proposed Trans Mountain Expansion Project. This application filing follows over a year and a half of engagement with pipeline and marinecommunities, a detailed environmental and socio-economic assessment, route assessments, and other various marine and terrestrial risk analyses and studies. This filing is a significant milestone in the development of this project and another step in the on-going engagement we will be having within your community.

When printed, the Application is over 15,000 pages and up to two metres high when stacked end on end. Please visit our Application website at http://application.transmountain.com.

The NEB will hold its own public engagement process, including a hearing on the Application before it makes a decision on the proposed Project. The hearing will allow people or groups who have been granted permission to participate by the NEB a chance to raise issues, present evidence, test evidence, and provide their input. Information on how to participate in this process can be found here: http://www.neb-one.gc.ca/clf-nsi/rthnb/pblcprtcptn/pblchrng/pblchrng-eng.html

We invite you to visit our website to see how we have addressed community interests along the pipeline and marine corridors. Over the coming months we will be approaching stakeholders to consult on specific elements within the application. We will also be returning to communities where we have visited before in our previous engagements to discuss the application and proposals contained within.

From the Trans Mountain Expansion Project, we wish you the best this holiday season and look forward to continuing our dialogue with you and your community in 2014.

Sincerely,
The Trans Mountain Expansion Project Team

Editors note: we respect all views that are brought in good faith. To carry out that we suggest that you look at the informationin in the application.   In our view we support the application as  we think our local environment would benefit by the effect of a twin pipeline with new pumping stations and technology being so close to the existing line by increasing scrutiny and attention, we think that the use of double hulled ships will be safer then reliance on forgien flags in international waters supplying the demand of  the oil market.
