Worley Parsons Cord (WPC) is the Engineering, Procurement and Construction Contractor for the Edmonton Terminal and 12 pump stations included in the Trans Mountain Expansion Project. Their work includes addition of four new storage tanks at Edmonton Terminal, 11 new pump stations along the route in British Columbia and Alberta and one new pipeline on the existing pipeline.

What’s your process for hiring the construction crews and related workers who will be building the Trans Mountain Expansion Project?

Know as the trans-mountain apartments, they remain a legacy from inter provincial construction six decades ago.

The photo above shows the building with buds in full bloom known as the trans mountain apartments to some. Built for the pipeline six decades ago it shows that Merritt has always had a drive for a future.
Two new offices are going into the Community Futures building on Voght in Merritt. Community futures was the product of Western Economic Diversification when the Canadian Government removed the crow rate rail subsidy that helped industry get their product west of Ontario and Quebec. The rail subsidy was a huge part of nation building and east west dynamics in Canada.

Free trade later made things like the auto pact with the Americans and tariffs less of a concern to Canada’s nation builders.
Editors Note: World trade is said to have lifted 900 million people world wide from poverty, but has problems associated with it.
The offices are at 2185B Voght street in Merritt and is shared with the local transit authority.

The carpenter that did the renovation said he was a qualified Red Shield Journeyman, Red Shield is an program developed in recent years giving recognition to trades across provincial barriers.

The current monarch of Great Britain just celebrated her 88th birthday, that was the official birthday it is celebrated some months apart from her actual one. Elizabeth the second was born on April 22 1926. She was crowned in 1952 on February 6th. Her ancestor Victoria was monarch for 67 years, she has served 62 years and 4 months to this time making her 93 years old to reach the record of Victoria. She has caught  up to George the 3rd who reigned 3 months short of 60 years  to take the second longest crowned monarch in Great Britain.

The Crown of Great Britain has not got power in Canada any longer, neither do her ministers, the legal governing authority is  the Parliament of Canada, however we are not representative government as the Americans are. Referendums and other actions are not binding on Parliament however the parliament can only last 5 years without a general election by the people. The Queen is still technically the commander in chief of our armed forces through the Governor General, this is ceremonial and not functional as the Chief of the defence staff, usually a military officer, is accountable to the Cabinet for this, which can make decisions according to the laws parliament arms them with.

The whole thing is dependant on people who vote in or out members of parliament. Private business is subject to laws of parliament which include permits and regulations that they seek to have as advantageous as possible to their interests. The invisible hand of market capitalism is less invisible in Canada then in the US.

The public interest is something more directly valued then the trickle down sentiment in the US and the recent letting of permission by the Federal Cabinet for a pipeline in British Columbia has many demands above simple economics here. The 209 conditions are as potent now as they were before the approval. As are the 5 conditions of the province.

A birth right extends to all Canadians with residual benefit to her commonwealth historical links as a trickling effect. We value our resources and expect the spending of them to be responsible and as sustainable as possible. An as the implementation of their use comes about, that they would not be dispersed as a drunken resource binge. That public safety and enjoyment of aesthetics will be as important as wealth creation.

So to those that historically braved the seas and risked life and limb for the future peace and prosperity of nations, such as David Thompson,and Simon Fraser ,we say, good day!

Hearing order

The trans mountain expansion project has gotten its hearing from the NEB, national energy board. They still want your advice in the process. here is there latest on the ability to imput the hearing process:

Provide your feedback to help us optimize the proposed pipeline corridor & learn more about the NEB Hearing Order for the Trans Mountain Expansion Project.

Trans Mountain filed its Facilities Application with the National Energy Board in December 2013 seeking authorization to build and operate its proposed Trans Mountain Expansion Project.

Earlier this week, the National Energy Board (NEB) confirmed that our Application is complete and issued a Hearing Order, which lays out the key steps and schedule for the process to consider the Project. The NEB also released the list of participants for this process and information about upcoming online workshops to provide participants with information and assistance in preparing submissions. Although we’ve filed our Application, our work to optimize the proposed pipeline corridor is ongoing. We value your feedback. It has, and will continue to be used in our planning as we continue ours. This current engagement focuses on locations where optimization of the study corridor is occurring or where a section of the existing pipeline is returning to service.
This phase of engagement runs until April 17, 2014. All the information you need to participate is available here:

We in Merritt British Columbia have the experience of the single line that trans mountain pipelines operate on a toll basis going right by our community for the past 60 years.  the routing discussion has come up with two premises to base an affirmative opinion that the existing routing is the best option:

There are no land use, environmental or engineering reasons to develop a new right-of-way in the Merritt region

That the airport expansion plans have been taken into account and the pipeline can be modified to accommodate the use of the runway.
