The recent and prolonged warming is  motivating action.

We are probably facing a bubble as economic  power is increased by the  completion of the Trans Mountain expansion . The gold weld was done 👍 in a  small ceremony in recent weeks.

Carbon tax revenue available

The increase in available  Fossil energy will be accompanied by revenues that are dedicated similar to road construction in the province. These revenues will come from carbon tax  and fund plans that reduce and mitigate carbon in our atmosphere. Once again, good luck to all those in these endeavors and to those that have to use their brain power to put forward alternatives to what might be successful planning.

Parks are a good place to work for nature’s cure.

Drop Cover Hold On

The Trans Mountain Pipeline people had a course on earthquake reaction techniques recently. The drill is a for Quick Drop, Cover, and Hold On protocol. The skill will develop a sense of safer place to wait out a quake by locating a large piece of furnature by a interior wall and position your self by DCH.

Sobering note to post on!

Earth quakes, natural disaster sand all kinds of physics conspire with human error to make an interesting life for us all. Duck and cover is a good skill set to maintain a view of the world around us. Remember to get up again and keep on going. More to the point allow others the same grace. We are all connected some how to each others error, omissions and adventures. Good luck and carry on…

Thank you providence for my youth in Merritt BC and the time and grace given by among others, the Trans Mountain Pipeline as it established here, giving us a future, not perfect, with flaws that were most often a reverse side of opportunity, if we were smart enough to see them.

Seven percent apportionment (nominations for tariff on possible shipping), over capacity.

The volume of oil to run is at capacity, with 7 percent to be apportioned.

The energy sector around the world works on a monthly cycle. The Trans Mountain Pipeline is part of that cycle. Apportionment describes the amount of demand shippers place on the pipeline in excess of its available capacity. Here’s a step-by-step guide to the apportionment determination that’s carried out every month for the existing Trans Mountain Pipeline system.

  • Each month our shippers submit requests for how much petroleum (crude oil and refined products) they want to ship through the pipeline to service their customers. These requests are called ‘nominations’.
  • Based on shippers’ nominations, we then determine the ‘capacity’ available on the pipeline for the month. Determining pipeline capacity is complex. Capacity is affected by, among other things, the types of products that have been nominated, any pipeline system maintenance activities that will reduce flows that month and carry-over volumes that haven’t completed their transit of the pipeline by month’s end.
  • Based on available pipeline capacity and the volume of shipper nominations we received, we calculate apportionment using a method accepted by the Canada Energy Regulator and forming part of our tariff. A tariff includes the terms and conditions under which the service of a pipeline is offered or provided, including the tolls, the rules and regulations, and the practices relating to specific services.
  • If shipper nominations are less than pipeline capacity, the apportionment percentage to that destination is “zero” and all the product volumes nominated by shippers are accepted to be transported that month.
  • If shipper nominations exceed pipeline capacity, the apportionment is a percentage greater than zero.

Apportionment has been up to 40 percent…

The apportionment ( over capacity nominations) is sometimes up to 40 percent. This is a good indication that expansion is a good business plan.

Trans mountain pipeline has a variance effecting it route through the Nicola Valley.

Canada Energy Regulator West Alternative Route Decision

On July 19, 2021, the Commission issued its decision to approve Trans Mountain’s variance application for the West Alternative Route, which is located in the Coldwater Valley area of British Columbia. The West Alternate Route is approximately 18 kilometres long, deviating from the approved corridor at Kilometre Post (KP) 931.43 and rejoining the approved corridor at KP 946.88.

The Trans mountain project is involved in detailed route hearings at this writing and as of April 21st 2020 Are not relying on oral depositions:

The Canada Energy Regulator (CER) is making procedural changes to the remaining detailed route hearings for the Trans Mountain Expansion Project in light of the COVID-19 pandemic. The oral portions will be replaced with alternate forms, not requiring in-person attendance.

Apportionment up…

The Trans Mountain bunch are saying that apportionment is up to 32%. Apportionment is just a accountants way of say demand to use. However there are now reports that the Alberta government has been visiting their legislation from last year that made company’s limit production.

When a pipeline experiences significant and prolonged apportionment like in the case of the existing Trans Mountain Pipeline, it’s one signal that more capacity is needed. Apportionment can bring with it a discounting of prices as producers compete to sell what they can through the pipeline before having to use another pipeline or other modes of transport to another, less profitable market. It can also mean the buyers at the end of the pipeline are forced to source their shortfall of supply from alternate, less desirable sources.

Good to hear that things in Alberta are moving in a better direction.

The Balance predicts that world crude prices will average 61 dollars a Barrel in 2019.

A number of combined court cases against the Trans Mountain Pipeline expansion prevailed against the enterprises expansion project today in the Federal Court of Appeals. The judgement in part days agreed that there was not proper consultation with all stakeholders. As well as some oversights in routing is alleged.
This opens the possibly of the government going to the Supreme court to assert its right about the work bein in the national interest. We can probably expect some walk on scrutiny of the route in anticipation of more consultation before the next round of court. Or the possibility of the NEB having the concerns addressed and approving the project for the 3rd time. This is most politically sensitive to the next federal election and a decision before the construction season begins in the spring and the principle of good faith gets it of the ballot.
The next election would be the third government to be elected by a majority with a platform for the expansion. That’s a lot of consultation. Maybe MPs don’t speak the same language as stakeholders. PP
PS: With pot coming legal maybe nothing will matter to anyone by the next Federal election.
