Maintenence

The health authority has 3 full-time maintenance people and one part-time. For a 8 bed hospital and with one dormant wing. An extended care facility with 75 beds ; its hard to find published ,the amount.

A young obviously first nation full-time maintenance worker for the city, was chatty this morning about his job saying two days a week its his job to pick up the garbage from the city cans about the city .He said he looks in the top of them for obvious disadvantageous materials such as paraphernalia and needles but never searches them, he considers it a matter of his personal safety. It is good to see a person from his community on full-time for the city as this is Aboriginal awareness week across Canada.

There are numbers of private small maintenance contractors about here including one ex police person who lost his job policing through an unfortunate choice he made to assault a native prisoner.The city enjoys a clean and kept aesthetic through the 5 months of the local growing season. It is working hard at promoting a safe and stable place to spend vacation time.

Offical community plan

An OCP is the zoning and use plan that municipalities have to regulate life and commerce, reviewed on a schedule a select group has hearings and a consultant apply s the results to a proposed bylaw amending the existing plan.

Public hearings are scheduled on the 28th of May before they start the legal readings at council.

Harmonised sales tax

The HST is being touted by the new premier and is likely at referendum to remain if the truth is presented in an unminuplative way. The intititive act  that brought the referendum was skillfully employed by the former Premier Bill Vanderzalm  and his following . Even the alternative which was to return to the old PST system that they liked.

In theory an open tax is better then hidden taxs and the HST replaces not just the pst but the old Federal Manufactures sales tax the govt used to raise money that they in part transfered to provinces.

One concern of mine is that the unpublished  rationale of some may be government revenue through fines and punitive measures as well as privateering. The liberalization ( in the social peace sence)of the world in my view needs to have tax revenue and less incentive in punitive resolves that generate income.

The HST may be right for that however there remains a large constituency that rely on the unfortunate and other groups as scape goats for spending. A visible tax works for that a bit, but high consumer prices can be used in blame games as well.The experts say prices will come down in a more effiicent regime, under HST.

Can we trust either system ,no but the process tht generates the rule of law with hundreds oflaw makers debating it still is the best we have.

I attended the seminar for the HST and one thing of real value remains from the PST system ,according to the presenter answering questions  they said  asset transfer between relatives will still escape taxes. Something attractive to the family preservation undergoing tension now.

The referendum act is non binding but the last premier said it would be binding, he is not in office now.

Census:

Today the crew of stats can are training for the follow up that started on the 20th, the legally required survey was for residence on  the 1oth of May and a follow up of households has started today.

Very simple form deals with language and domicile , if you answer yes to the Farming involvement the only other question you will get another form later.

Long week end

As if on cue the weekend is shaping up for a great outing or recreational experience here. Today the forecast is for 25 degrees and it is pleasantly warm this morning.

Lots of camping trailers are already visible about town and the smile of queen victoria still manages to come through the decades. The  same dynamic of full moon cycles involved in Easter may have a lot to do with the may long weekends consistent  good weather .

Water Meters

Sources say that there about 100 meters actively being used for billing by commercial properties about town.At least a day and a half worth of reading and recording by a city official monthly. For a several years  code on new construction required meters to be installed and a source says use will not probably come till 100 percent of use is metered .That would take a bylaw and maybe a referendum for full compliance in for all consumers.

A meter that had a crack  beside it was being worked on by city crews on the 18th,   just off Voght, at the Best Western Inn. We think meters give an incentive to use water responsibly but come with other challenges like leaks. On balance they are inevitable.

Accident

Car accident at the lights Nicola and Voght one vehicle pointed the wrong way no visible, damage, another with a bender on the drivers side. What could have happened was a person got on the wrong side of the meridian and tried to continue to the intersection causing the second vehicle to strike a pole getting out of the way. I didn’t see the accident only the results. A person that could have been the driver of the wrong way car was showing extreme mental anguish of proportion to the accident . What is true is that 2 police cars responded to aid a very minor accident that could have been reported at the cop shop with in twenty-four hours 3 photographers responded ,perhaps a celebrity driver . Then a calm  seemingly uninvolved person came and took the wrong way car and drove away. Must be more to it . Will follow.

Run off

High water is here in the Nicola Valley this week and sand bags are in the ditches of the swelling Nicola river with flood warnings issued. Rain has added to the run off which is expected by old timers to be pronounced this week.

We think a late spring may be compounded with warm weather close to June and may have serious results. The Nicola river is controlled by a  dam at Nicola lake and has been satisfactory in recent years. In the past a home has been lost on the Cold water river by erosion and a strong runoff. However it is very seldom and all necessary bridges are set on deep steel piles.

The bridge on highway 8 Voght street is not on steel pilings  however land fall is open on the south side .
